A lei da Política Estadual de Pagamento por Serviços Ambientais (PSA) do Tocantins “é o marco regulatório" para trazer "as definições de conceitos, objetivos e princípios relacionados à recompensa por manutenção, recuperação, melhoria e conservação dos biomas do estado”, afirmou Marli Teresinha dos Santos, superintendente de Gestão e Políticas Públicas Ambientais da Secretaria Estadual do Meio Ambiente e Recursos Hídricos (Semarh).
O DESAFIO
Em janeiro de 2022, a Semarh tinha como meta lançar uma consulta pública para informar e conhecer as dúvidas de representantes do Conselho Estadual de Meio Ambiente (Coema) do Tocantins e outras pessoas interessadas sobre a pré-minuta do anteprojeto de lei que instituiria a Política Estadual de Pagamento por Serviços Ambientais e alteraria a Política Estadual sobre Mudanças Climáticas, Conservação Ambiental e Desenvolvimento Sustentável.
O que foi feito
Por intermédio do Programa Políticas sobre Mudança do Clima (PoMuC), a Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH contratou a consultoria de Mauricio Boff para elaborar a metodologia das oficinas de consulta pública sobre a pré-minuta do anteprojeto de lei estadual, que visava proporcionar segurança jurídica e viabilidade para o PSA no Tocantins. A consultoria ainda realizou a moderação e facilitação das três sessões da consulta pública em fevereiro, com representantes do poder público, de povos e comunidades tradicionais e indígenas, de setores empresariais rural e urbano e da academia, e elaborou conteúdo e projeto gráfico do guia básico sobre a iniciativa da Semarh, em parceria com a designer Mariana Gil.

The Challenge
In January 2022, Semarh had the goal of launching a public consultation to inform and get to know the doubts of representatives of the State Environment Council (Coema) of Tocantins and other interested people about the pre-draft of the law that would establish the State Policy for Payment for Environmental Services and change the State Policy on Climate Change, Environmental Conservation and Sustainable Development.
WHAT WAS DONE
Through the Climate Policy Programme Brazil (PoMuC), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH contracted the consultancy of Mauricio Boff to prepare the methodology for public consultation workshops on the pre-draft of the state law, which aimed at providing legal certainty and feasibility for the PES in Tocantins. The consultancy also moderated and facilitated three public consultation sessions in February, with representatives of public authorities, traditional and indigenous peoples and communities, rural and urban business sectors and academy, and prepared content and graphic design project of the basic guide on Semarh's initiative, in partnership with designer Mariana Gil.
